I would suggest doing a search on youtube for digital art. If you look over the videos, a lot of times the artist will tell you what tech and software they used.

They do the same thing in Deviant Art. Don't be afraid to ask the artist what they used? Most times they'll answer.

I think that you probably need to begin with the basics and work from there.
